PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

Public Health Month Proclamation
The Board will consider proclaiming April as Public Health Month.
b.
Resolution of Appreciation for Orange County Volunteers Serving on Advisory Boards and Commissions
The Board will consider a resolution of appreciation for volunteers serving on Orange County advisory boards and commissions.
c.
County Government Week Proclamation
The Board will consider proclaiming the week of April 22-28 as Orange County Government Week.
d.
Civil Rights Awareness Week Proclamation
The Board will consider proclaiming the week of April 23-27 as Civil Rights Awareness Week.
e.
Orange County Senior Games Proclamation
The Board will consider proclaiming April 23-May 7 as Orange County Senior Games Events Days.
f.
Public Safety Telecommunicator's Week Proclamation
The Board will consider proclaiming the week of April 8-14 as National Public Safety Telecommunicator's Week in Orange County.
g.
Orange Community Housing Corporation (OCHC)/Community Land Trust in Orange County Merger
The Board will consider a resolution of support for the proposed merger of Orange Community Housing Corporation and the Community Land Trust in Orange County.
h.
Resolution of Appreciation to Virginia Polytechnic Institute Students for Work at the Occaneechi Village
The Board will consider a resolution of appreciation for students from Virginia Polytechnic Institute who performed restoration work at the Occaneechi Village.
i.
Resolution of Appreciation to Senator Ellie Kinnaird for Her Sponsorship of the Spay/Neuter Bill
The Board will consider a resolution of appreciation for Senator Ellie Kinnaird for her sponsorship of the spay/neuter bill.

a.
Appointments
The Board will consider appointments to the Advisory Board on Aging, Human Services Advisory Commission, Hyconeechee Regional Library Board of Directors and the Upper Neuse Basin Association.
b.
Minutes
The Board will consider approval and/or correction of minutes from the following meetings: March 30, 2000 assembly of governments; April 17, 2000 regular meeting; April 24, 2000 work session; May 3, 2000 regular meeting; May 9, 2000 work session; May 16, 2000 regular meeting; May 18, 2000 community forum; May 22, 2000 quarterly public hearing; May 30, 2000 regular meeting; and, June 1, 2000 budget public hearing.
c.
Motor Vehicle Property Tax Refunds
The Board will consider approval of nine requests for refund of property taxes.
d.
Amendment to Ordinance Implementing a Gross Receipts Tax on Rental Vehicles Exempt from Property Tax
The Board will consider amending an ordinance adopted June 6, 2000, implementing a gross receipts tax on certain vehicles exempted from property taxes by the N.C. General Assembly during the 2000 legislative session.
e.
Budget Amendment #9
The Board will consider approval of an equipment and vehicle capital project ordinance, and a hazard mitigation grant project ordinance.
f.
Bid Award: Two Fabric-Covered Buildings for Solid Waste Operations
The Board will consider awarding a bid to Shelters, Inc. in the amount of $96,291 for two fabric-covered shelters at the Orange County landfill.
g.
Authorization to Award Bids for Renovation at 129 E. King St., Hillsborough
The Board will consider authorizing the Purchasing and Central Services Director to award bids for renovation work at 129 E. King St. in an amount not to exceed $100,000.

9. ITEMS FOR DECISION - REGULAR AGENDA
a.
Appointments (8:35-8:50)
The Board will consider appointments to the Commission for Women, Equalization and Review Board, Nursing Home Community Advisory Committee and Orange County Planning Board.
b.
American Stone Company/Orange Water and Sewer Authority Planned Development Rezoning and Special Use Permit Class A (8:50-9:10)
The Board will consider planned development rezoning and a class A special use permit for expansion of quarry operations and a reservoir.
c.
Proposed Amendment to Agreement for Student Generation Rate and School Impact Fee Studies to Include Parks and Recreation Payment in Lieu, Impact Fee Analysis (9:10-9:20)
The Board will consider amending an agreement with Tischler and Associates for professional services associated with parks and recreation payment in lieu and impact fee analysis.
d.
Use and Access Plan for McGowan Creek Preserve (9:20-9:40)
The Board will consider a staff proposal for the future public use of and access to the McGowan Creek Preserve.

a.
Commissioners Affordable Housing Task Force Final Report (9:40-9:55)
The Board will receive a report from the Commissioners Affordable Housing Task Force.
b.
OWASA and Orange County Jordan Lake Allocations (9:55-10:10)
The Board will review and discuss information regarding the future allocation of raw water from Jordan Lake.
