PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

5. RESOLUTIONS/PROCLAMATIONS (8:00-8:20)
a.
Older Americans Month and Senior Center Week Proclamations
The Board will consider proclaiming May as Older Americans Month and May 13-20 as Senior Center Week.
b.
Consolidated Housing Plan Annual Update/Home Program
The Board will consider resolutions to approve the 2001 Consolidated Housing Plan annual update, proposed HOME program activities for 2001-2002, and proposed amendments to HOME program activities for fiscal years 1999 and 2000.
c.
Disability Awareness Week
The Board will consider proclaiming May 1-7 as Disability Awareness Week.
d.
Affirmation of Process for Resolving the Disposition of the Greene Tract
The Board will consider a resolution affirming the general process by which Orange County and the towns of Carrboro and Chapel Hill would resolve the disposition of the remaining 109 acres of the Greene tract.
e.
Drinking Water Week
The Board will consider proclaiming May 6-12 as Drinking Water Week.

7. PUBLIC HEARINGS (8:20-8:30)
a.
Annual Public Housing Agency (PHA) Plan Section 8 Housing Program
The Board will hold a public hearing and consider approval of the annual public housing agency plan for the Orange County Housing Authority.

8. ITEMS FOR DECISION - CONSENT AGENDA

a.
Appointments
The Board will consider an appointment to the Personnel Advisory Board.
b.
Minutes
The Board will consider approval and/or correction of minutes from the following meetings: Sept. 12, 2000 work session; Sept. 19, 2000 regular meeting; Sept. 25, 2000 joint meeting with the school boards; Oct. 2, 2000 work session; Oct. 3, 2000 regular meeting; Oct. 17, 2000 regular meeting; Oct. 30, 2000 assembly of governments; Nov. 1, 2000 regular meeting; and, Nov. 21, 2000 regular meeting.
c.
Property Tax Refunds
The Board will consider six requests for property tax refunds.
d.
Property Value Changes
The Board will consider approving property value changes made in property values after the 2000 Board of Equalization and Review had adjourned.

Budget Amendment #10
The Board will consider budget ordinance amendments for fiscal year 2000-2001.
f.
Classification Plan Amendment Legal Specialist
The Board will consider amending the classification and pay plan to change the salary grade of the existing class of legal specialist from salary grade 69, hiring range $33,052-$40,173, to salary grade 70, hiring range $34,703-$42,180.
g.
Lease Extension for Senior Center Space at ArtsCenter
The Board will consider extending a lease for a Department on Aging senior center at the ArtsCenter through Dec. 31, 2001.
h.
Bid Award Renovations at Planning and Agriculture
The Board will consider awarding a bit to Patriot Builders of Hillsborough in the amount of $57,900 for renovation work at the Planning and Agricultural Center.
i.
Contract Award Piggy-back of Bid for Skid Steer Loader
The Board will consider awarding a bid to Briggs Equipment Company of Greensboro in the amount of $24,052 for a skid steer loader to be used at the landfill.
j.
Contract Award Piggy-back of Bid for Dental Equipment for Hillsborough and Carrboro Clinics
The Board will consider awarding a bid to Thompson Dental Company of Raleigh in the amount of $64,008, for dental equipment for the Carrboro and Hillsborough clinics.
k.
HOME Program Property Acquisition
The Board will consider a development agreement with EmPOWERment Inc. in the amount of $100,000, for the acquisition of rental property in Chapel Hill.
l.
Contract for Update of the Inventory of Natural Areas and Wildlife Habitat
The Board will consider awarding a contract to Longleaf Ecological in the amount of $9,600 to update the inventory of natural areas and wildlife habitat.
m.
General Plan for Legislation Support Process for North Carolina General Assembly Sessions
The Board will consider a proposed general plan for an ongoing legislation support process.

9. ITEMS FOR DECISION - REGULAR AGENDA
a.
Contract to Purchase Real Property (Malcolm and Matrena Hunter) (8:40-8:50)
The Board will consider a contract in the amount of $1,065,000 to purchase a 44-acre site on Eubanks Road.
b.
Contracts to Purchase Bolin Creek Park Site (John and Roderick Cate) (8:50-9:00)
The Board will consider a contract in the amount of $3,550,000 to purchase three tracts totaling 149 acres for a Chapel Hill district park.
c.
Richmond Hills Preliminary Plan Revision (9:00-9:15)
The Board will consider amending the Richmond Hills preliminary plan.
d.
Clarified Amendment to Orange County Private Road Standards (9:15-9:30)
The Board will consider an unresolved amendment to the Orange County private road standards.
e.
Legal Advertisement for May 29, 2001 Quarterly Public Hearing (9:30-9:40)
The Board will consider authorizing a legal advertisement for the scheduled May 29, 2001 quarterly public hearing.
f.
Health Board Appointments (9:40-9:50)
The Board will consider clarifying its position on a request to extend terms for three members of the Board of Health.

10. REPORTS
a.
USGS Ground Water Resource Investigation/Report of the Water Resources Committee (9:50-10:10)
The Board will hear a report on the U.S. Geological Survey cooperative groundwater resource investigation and consider a report from the Water Resources Committee.
