ESTIMATED TIMES LISTED AFTER EACH ITEM - these are approximate times.  Citizens are encouraged to be at the meeting at 7:30.  The Board usually considers items in the order listed and proceeds at a steady pace.  As a courtesy to others, speakers are asked to limit their comments to three minutes.

1. ADDITIONS OR CHANGES TO THE AGENDA (7:00-7:35)

 PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens.  At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control.  Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

5. RESOLUTIONS/PROCLAMATIONS (8:10-8:40)
a1. Tuscany Ridge – Resolution of Approval Condition Amendment
The Board will consider amending a condition in the resolution of approval for the preliminary plan of the proposed Tuscany Ridge subdivision concerning the paving of Arthur Minnis Road.
a2. Arthur Minnis Road Status Report
The Board will receive a report on issues pertaining to paving Arthur Minnis Road, SR 1115, and consider requesting that the N.C. Department of Transportation place Arthur Minnis Road in its 2003-2004 secondary road improvement program.
b. Human Relations Month Proclamation
The Board will consider designating the month of February as Human Relations Month.
c. Resolution of Support of “Eno Wilderness” Project
The Board will consider a resolution of support for the conservation of the “Eno Wilderness,” a project by the N.C. Office of State Parks and the Eno River Association to acquire 815 acres of identified national heritage lands in eastern Orange County.

7. PUBLIC HEARINGS (8:40-9:00)
a. Orange County Consolidated Housing Plan Update
The Board will receive public comments regarding the housing and non-housing needs to be included in the 2002-2003 annual update of the consolidated housing plan for housing and community development programs, and proposed uses of 2002-2003 HOME funds.

8. ITEMS FOR DECISION - CONSENT AGENDA (9:00-9:10)
a. Minutes
The Board will consider approval and/or correction of minutes from the following meetings: Nov. 11, 2002 work session; Nov. 21, 2002 joint meeting with the Town of Hillsborough; and, Nov. 25, 2002 joint quarterly public hearing with the Planning Board.
b. Appointments
None
c. Petition for Addition of Subdivision Roads to the State Maintenance Program
The Board will consider a petition to add six Orange County subdivision roads to the state-maintained secondary road system.
d. North Carolina Martin Luther King, Jr. Commission Mini-grant
The Board will consider accepting on behalf of the Human Relations Commission, a mini-grant in the amount of $1,500 from the North Carolina Martin Luther King, Jr. Commission.
e. Memorandum of Agreement with Orange County Dispute Settlement Center for Animal Shelter Focus Groups
The Board will consider approving a memorandum of understanding with the Orange County Dispute Settlement Center, in the amount of $8,000, for planning and conducting focus groups to solicit input on the operation of the Orange County Animal Shelter.
f. Lands Legacy Annual Action Plan for FY 2003-2004
The Board will consider adoption of a Lands Legacy annual action plan for the fiscal years 2002-2003 and 2003-2004.
g. Change in BOCC Regular Meeting Schedule
The Board will consider amending its regular meeting schedule to add a work session Monday Feb. 24, 2003, 5:30 p.m., Government Services Center, 200 S. Cameron St., Hillsborough, and changing the starting time of the scheduled Feb. 26, 2003 work session from 5:30 p.m. to 7:30 p.m., Southern Human Services Center, 2501 Homestead Rd., Chapel Hill.

9. ITEMS FOR DECISION - REGULAR AGENDA
a. Process for Acquiring Updated Aerial Photography and Digital Orthophotos (9:10-9:30)
The Board will consider endorsing staff recommendations for acquiring updated aerial photography and digital orthophotos for use by the County’s Geographical Information System (GIS).
b. Student Population Projections/Schools Adequate Public Facilities Memorandum of Understanding Revision (9:30-10:00)
The Board will discuss updated school student membership projections and an amendment recommended by the Town of Chapel Hill to the Schools Adequate Public Facilities Ordinance (SAPFO) memorandum of understanding adopted by the Board of Commissioners December 10, 2002.
c. Legal Advertisement for February 24, 2003 Quarterly Public Hearing (10:00-10:15)
The Board will consider authorizing the legal advertisement for the scheduled February 24, 2004 quarterly public hearing.
d. Purchase of Replacement Workstations in 9-1-1 (10:15-10:30)
The Board will consider authorizing the purchase of nine workstations, two servers, software, installation and related costs, in the amount of $88,685, to upgrade workstations in the 9-1-1 center and Sheriff’s office.
