A. 2. PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County
its respect. The Board asks its citizens to conduct themselves
in a respectful, courteous manner, both with the Board and with
fellow citizens. At any time should any member of the Board or
any citizen fail to observe this public charge, the Chair will
ask the offending member to leave the meeting until that individual
regains personal control. Should decorum fail to be restored,
the Chair will recess the meeting until such time that a genuine
commitment to this publiccharge is observed. |

B. SCHOOLS ITEM |

1. Proposed Third High School In The Chapel Hill-Carrboro
Schools System
The Board of County Commissioners (BOCC) indicated during its
April 24, 2003 work session plans to conduct a public hearing
on several aspects of the proposed third high school in the Chapel
Hill-Carrboro City Schools (CHCCS) system, immediately preceding
the May 27 planning-related items. The school-related public hearing
will commence at 7:00 p.m. The hearing would have two primary
purposes: |

1. Afford citizens the opportunity to comment on
the proposal to reallocate $12.8 million in public school bonds
approved by voters in November 2001 from Elementary School #10
to High School #3. The BOCC could reallocate 2001 bond funds for
Elementary #10 to High School #3, necessitating other funding
for Elementary #10. |
|

|
2. Provide citizens a chance to comment on any other
aspect of the proposed high school, including the CHCCS Board
of Education preferred site on Rock Haven Road and Smith Level
Road near Culbreth Road. |
|
|
|
Following the conclusion of the public hearing
on the above, the Board will conduct the public hearing on the
planning items noted below. |

4. Orange County Telecommunications
Plan
a. Article 6.18.5, Master Telecommunications Plan ("Plan"),
of the Orange County Zoning Ordinance allows for the development
of a "Master Telecommunications Plan." A tower may be
constructed upon issuance of a building permit and after meeting
Zoning Ordinance requirements for construction of telecommunications
towers. Providers electing to participate in the Plan shall submit
required information and filing fee to the County for review by
a contracted consultant to verify site necessity. Modifications
to the Plan will be considered annually in February of each year.
Applications to participate in the Plan are due prior to December
15 of each year. Withdrawals from the Plan are allowed upon notification
to the County. |
