(7:30-7:35)                1.  Opening Comments – CHAIR JACOBS

PUBLIC CHARGE:  The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens.  At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control.  Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

*At Public Hearings, Commissioners traditionally do not comment in order to allow citizens to have the maximum time to express opinions.  Speakers may only sign-up for themselves.  The maximum speaking time allotted will be 3-minutes/per speaker. 

 

    Procedures for Public Hearing:

 We are glad to have this opportunity to hear from the citizens of Orange County on the potential impacts of a possible school merger and we hope that as many as possible will be able to speak within the time allotted.

·        The courtroom will not be available to the general public until 6:30 p.m.

·        The Public Comment Sign Up will begin at 6:30 p.m.

·        The Sign up area will have several sign up sheets (please print legibly), as well as informational handouts:

·        Speakers may only sign-up for themselves, to insure speakers are present.

·        The maximum speaking time allotted will be 3-minutes/per speaker.

·        Please: We ask that you do not yield speaking times (in order for the County Commissioners to be able to hear from as many citizens as possible)

·        In case you do not have the opportunity to speak at the Public Hearing, you are invited and encouraged to fill out and submit the orange question/comment card at the sign up tables.  This information will be reviewed by staff/Commissioners and efforts will be made to develop and post responses to the most commonly asked questions.  Staff will also prepare a compilation of all the comments received on the orange cards and make this available to the public.

·        A copy of the September 15th Staff report “An Analysis of Potential Impacts Resulting from a Possible School Merger” is available on the county’s website at www.co.orange.nc.us/schoolmerger/index.htm 

·        The Commissioners will be glad to provide a speaker and/or presentation for your group/organization on the “Potential Impacts of a Possible School Merger”.
