B.    PUBLIC CHARGE

The Board of Commissioners pledges to the citizens of Orange County its respect.  The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens.  At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending member to leave the meeting until that individual regains personal control.   Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.  All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

1.      Efland-Mebane Small Area Plan

An appointed citizen Task Force has been working with Orange County staff since January 2005 to develop a Small Area Plan for the Efland-Mebane area.  The draft plan contains numerous recommendations in the following topic areas:

·  Water and Sewer

·  Land Use/ Community Character/Design

·  Transportation

·  Housing

·  Parks, Recreation and Open Space

·  Communications

·  Intergovernmental Issues

·  Other Recommendations, including

o Potential Transfer of Development Rights (TDR) Program

o Emergency Shelters

o Impact Fees

o Historic Preservation

o Incorporation

o Plan Updates

o Implementation

1.      Orange County Comprehensive Plan Update Process

The Board of County Commissioners (BOCC) has restarted the Land Use Element Update process and placed the Planning Board in charge of developing a new process for BOCC consideration.  The BOCC has also asked the Planning Board for their suggestions on an approach/process for updating the overall Comprehensive Plan.  A brief update on the progress of the Planning Board will be provided.

 

2.      Update on Rural Enterprises Project (Agricultural Support Enterprises)

Planning and Economic Development staff will present draft text amendments to allow for changes to the Orange County Zoning Atlas through a new conditional district rezoning process.  This new mechanism would be used to rezone properties for agriculturally related businesses as an extension of the existing Agricultural Services floating zoning district.  Staff will respond to questions and requests direction from the Board on how to proceed. 

 

  1. Update on Transfer of Development Rights (TDR) Feasibility Study

The BOCC will review the issues and concerns raised during the Transfer of Development Rights (TDR) Feasibility Study and consider the TDR Task Force recommendations on whether to proceed with the completion of the study.
