BACKGROUND INFORMATION ON AGENDA
ITEMS - is

Library in Chapel Hill.
Additions or Changes to the Agenda
The Board of Commissioners pledges to the
citizens of Orange County its respect. The Board asks its citizens to
conduct themselves in a respectful, courteous manner, both with the Board
and with fellow citizens. At
any time should any member of the Board or any citizen fail to observe
this public charge, the Chair will ask the offending person to leave the
meeting until that individual regains personal control. Should decorum
fail to be restored, the Chair will recess the meeting until such time
that a genuine commitment to this public charge is observed.
All electronic devices such as cell phones, pagers, and computers should
please be turned off or set to silent/vibrate.
The Board will consider a proclamation recognizing the UNC women's soccer team for winning the 2006 NCAA Women's National Championship and authorize the Chair to sign.
b. Distinguished Budget Presentation Award APPROVED
The Board will consider recognizing the staff of the Orange County Budget Office for earning the Government Finance Officers' Association (GFOA) Distinguished Budget Presentation Award for the 2006-07 fiscal year budget document.
c. Ten (10) Year Plan to End Homelessness APPROVED
The Board will consider acceptance of the 10 Year
Plan to End Homelessness in Orange County.

a. Minutes APPROVED
The Board will consider correcting and/or approving the March 13, 19, and 20, 2007, minutes as submitted by the Clerk to the Board.
Appointments - None
c. Motor Vehicle Property Tax Release/Refunds APPROVED
The Board will consider adoption of a refund resolution related to 45 requests for motor vehicle property tax releases or refunds in accordance with North Carolina General Statutes.
d. Property Tax Releases APPROVED
The Board will consider adoption of a resolution to release property values related to two (2) requests for property tax release in accordance with N.C. General Statute 105-381.
e. Cool Cities Program APPROVED
The Board will consider joining a national campaign of local governments sponsored by the Sierra Club to promote cleaner vehicles, energy efficiency and renewable energy. This program is related to the Cities for Climate Protection program of the International Council for Local Environmental Initiatives (ICLEI), of which the County is a member and authorize the Chair to sign the pledge.
f. Housing Bond Program APPROVED
The Board will consider awarding housing bond funds in the amount of $450,000 to Habitat for Humanity to assist with the infrastructure costs for the Purefoy Drive subdivision in the Rogers Road community in Chapel Hill and authorize the Manager in consultation with the County Attorney to enter into a Development Agreement detailing the conditions of award.
g. Budget Amendment #1 APPROVED
The Board will consider approving budget and capital project ordinance amendments for fiscal year 2006-07.
h. Regional Value-Added Processing Center APPROVED
The Board will consider appropriating an additional $3,000 for a feasibility study for an agriculture products regional value-added processing center and authorize the Chair to sign.
i. Approval of County Capital Funding Policy APPROVED
The Board will consider approving the County's Capital Funding Policy to include use of the anticipated NC Education Lottery proceeds intent for funding for recurring capital and presentation of future Capital Investment Plans.
The Board will consider executing a Special Warranty Deed from Orange County to Orange County and The Trustees of Durham Technical Community College and authorize the Chair to sign.
k. Change in BOCC Regular Meeting Schedule for 2007 APPROVED
The Board will consider one change in the County Commissioners' regular meeting calendar for the year 2007 by adding a Joint Meeting with the Chatham County Commissioners on Tuesday, May 8, 2007 at the Southern Human Services Center, 2501 Homestead Road, in Chapel Hill.
l. Energy Conservation Amendment to Board of County Commissioners Planning Principle #3 APPROVED with CHANGES
The Board will consider modifying a BOCC adopted
planning principle to include energy conservation as a linchpin to
promoting air quality and effective transportation.
The Board will consider contracting with Speedway Management for the provision of Emergency Medical coverage to ensure public safety at public events at the Orange County Speedway and authorize the Chair to sign upon review by the County Attorney.
The Board will consider approving the list of School and County Capital projects to be included in the proposed alternative financing scheduled for Local Government Commission approval on June 5, 2007.
c. Approval of 2007 Goals APPROVED with CHANGES
The Board will consider reviewing and approving goal
statements for 2007.
The Board will receive and discuss a proposal from BOCC Chair Moses Carey, Jr. regarding next steps related to the Historic Rogers Road Community.
b. Report on Website Evolution Project APPROVED
The Board will receive a report on an Information
Technologies initiative to improve the Orange County Website.
County Manager's Report
The Board will consider making appointment(s) to the Northern Transition Area Small Area Plan Implementation Taskforce.

The Board will receive information concerning
the appointment and recent action of an Animal Tethering Committee member.
