BACKGROUND INFORMATION ON AGENDA

1. Additions or Changes to the Agenda
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

4. Consent Agenda
The Board will consider correcting and/or approving the minutes from January 29 and February 3, 2009 as submitted by the Clerk to the Board.
b. Appointments – None
The Board will consider receiving the jail inspection report for January 22, 2009 from the North Carolina Department of Health and Human Services.
The Board will consider authorizing the purchase of the remainder of the licenses needed for full implementation of Social Services’ Electronic Document Management System and authorize the Purchasing Director to sign the documents.
The Board will consider a proclamation recognizing March 2009 as Women’s History month in Orange County and authorize the Chair to sign.
The Board will consider approving the list of boards and commissions on which members of the County Commissioners have chosen to serve.
The Board will consider changes in the County Commissioners’ regular meeting calendar for year 2009.
5. Public Hearings
The Board will consider conducting a public hearing on the proposed issuance of up to $33,617,000 in alternative financing for capital projects and equipment and to adopt a resolution supporting an application to the Local Government Commission for approval of the financing arrangements.
6. Regular Agenda
The Board will receive a strategy for re-engaging a fire/rescue study and consider authorizing an informal solicitation of competitive proposals from qualified organizations to conduct Phase One: Assessment of the Fire/Rescue Service System in Orange County.
The Board will consider a draft revision of the Orange County Facility Naming Policy.
The Board will consider establishing an Orange County Percent for Art Program by Resolution and Ordinance.
The Board will consider receiving a report outlining Planning Staff’s recommendations for beginning Comprehensive Plan implementation during Fiscal Year 2009/2010.
