BACKGROUND INFORMATION ON AGENDA
ITEMS - is

1. Additions or Changes to the Agenda
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

3. Proclamations/ Resolutions/ Special Presentations
The Board will present checks to local artists and nonprofit organizations receiving Orange County Arts Grants.
4. Consent Agenda
The Board will consider correcting and/or approving the minutes from June 8 and August 17 and 23 as submitted by the Clerk to the Board.
The Board will consider making a reappointment to the Orange County Animal Services Advisory Board.
The Board will consider making a reappointment to the Historic Preservation Commission.
The Board will consider making reappointments to the Orange County Parks and Recreation Council.
The Board will receive the jail inspection report for July 21, 2010 from the North Carolina Department of Health and Human Services.
The Board will consider approving budget, grant and capital project ordinance amendments fro fiscal year 2010-11.
The Board will consider adoption of a refund resolution related to 29 requests for motor vehicle property tax releases or refunds in accordance with the NCGS.
The Board will consider proclaiming the month of October as Domestic Violence Awareness Month and authorize the Chair to sign the proclamation.
The Board will consider a resolution asking Congress to re-establish the Clean Water Act jurisdiction to the full scope of waters protected and resolve Clean Water Act jurisdiction issues.
The Board will consider amending Article I, Section 9.0 Personnel Records of the Orange county Personnel Ordinance, creating Article X, Personnel Records I the Orange County Personnel Ordinance, and moving Article I, Section 9.0 to Article X.
The Board will consider a petition for abandonment of Secondary Road 1991 in Chapel Hill Township from the State-maintained Secondary Road System.
The Board will consider approving a Supplemental Agreement with the North Carolina Department of Transportation amending Orange County’s existing Municipal Agreement for Transportation Improvement Program Project C-4932 A and C-4932 B and authorize the Manager to sign.
The Board will consider appropriating $656,481 of Payment-in-Lieu funds from the Parks and Open Space Subdivision Payment-in-Lieu Fund to fund authorized projects from 2002 to 2008.

The Board will consider authorizing the submission of an application to the N.C. Department of Commerce for Small Cities Community Development Block Grant Program funds from the NC CDBG Economic Recovery Program in the amount of $500,000 and authorize the Chair to sign.
7. Regular Agenda
The Board will consider the provision of dental clinical services in the future.
The Board will consider estimated project costs as discussed on June 10, 2010; and authorize staff to proceed with formal Construction document preparation and bidding of the project.
The Board will consider and approve an amendment to the Orange County Personnel Ordinance Article IV, Section 9.4 Supplemental Retirement [401(k)] Employer’s Contribution to reinstate the County’s contribution effective January 1, 2011.
The Board will receive an update on the current status of the Property Information Management System implementation.
