BACKGROUND INFORMATION ON AGENDA
ITEMS - is

Library in Chapel Hill.
1. Additions or Changes to the Agenda
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

3. Proclamations/ Resolutions/ Special Presentations
The Board will receive a letter of recognition and certificate from the U.S. Census for Orange County’s partnership and participation in the 2010 Census.
The Board will consider adopting a Resolution to End the Expenditure of the Public’s Tax Dollars by the U.S. Congress for Excessive and Unaffordable Warfare Funding.
4. Consent Agenda
a. Minutes – None
(1) Advisory Board on Aging – Reappointment APPROVED
The Board will consider making a reappointment to the Advisory board on Aging.
The Board will consider making a reappointment to the Orange County Nursing Home Community Advisory Committee.
c. Motor Vehicle Property Tax Release/Refunds APPROVED
The Board will consider adoption of a refund resolution related to 36 requests for motor vehicle property tax releases or refunds in accordance with the NCGS.
The Board will consider adopting a proclamation honoring the Community School for People Under Six on its 40th anniversary and authorize the Chair to sign.
The Board will consider approval of an updated Interlocal Agreement to continue implementation of the stormwater and erosion control programs for the Town of Hillsborough by Orange County though the Planning & Inspections Department’s Erosion Control Division and authorize the Chair to sign.
The Board will consider increasing the County Manager’s vacation leave accrual rate.
The Board will consider approving the dedication of right of way along Eubanks Road to complete Orange county’s requirements pursuant to a Site Plan approved by the Town of Carrboro for the construction of Morris Grove Elementary School and authorize the Manager to sign.
The Board will consider one change in the County Commissioners’ regular meeting calendar for year 2010.
The Board will consider final approval of the regular meeting schedule for the Board of County Commissioners for calendar year 2011.
j. Fiscal Year 2010-11 Budget Amendment #3 APPROVED
The Board will consider approving budget ordinance amendments for fiscal year 2010-11.
The Board will consider approving an impact fee reimbursement request from Community Home Trust for $6,092 for one new home in Carrboro.

a. Public Hearing and Consideration of Resolution Authorizing Application to the Local Government Commission to Issue Up to $103.6 Million in General Obligation Refunding Bonds and Financing of $2 Million for Computer Hardware/Software and Communications Equipment HEARING HELD, APPROVED
The Board will hold a public hearing and consider approving a resolution authorizing application to the Local Government commission to issue up to $103.6 million in General Obligation Refunding Bonds and to finance $2 Million in computer hardware/software and communications equipment.
7. Regular Agenda
a. Eno River Parking Deck Access Gate Modifications and Agreement Revision APPROVED with CHANGES
The Board will consider an agreement revision to facilitate parking needs for the public using county offices and facilities in downtown Hillsborough by modifying the access gate to the Eno River Parking Deck and authorize the Chair to sign.
b. Potential Relocation of Parks Operations Base APPROVED
The Board will consider relocation alternatives for the Parks Operations Base currently housed in leased space at 503 Cornerstone Court, Hillsborough.
a. NC 54/ I-40 Corridor Study Presentation REPORT RECEIVED
The Board will receive a presentation on the draft NC 54/I-40 Corridor Study from Durham-Chapel Hill-Carrboro Metropolitan Planning Organization staff.

a. Advisory Board on Aging – New Appointments APPROVED
The Board will consider making two new appointments to the Advisory Board on Aging.
The Board will consider making a new appointment to the Orange county Alcoholic Beverage Control Board.
c. Hillsborough Planning Board – New Appointment APPROVED
The Board will consider making a new appointment to the Hillsborough Planning Board.
The Board will consider appointing one commissioner, one Orange county farmer, County Manager (or designee) and the Cooperative Extension Director to the Steering committee for the Piedmont Food & Agricultural Processing Center.
The Board will consider removing one member from the Orange Unified Transportation Board.
