BACKGROUND INFORMATION ON AGENDA
ITEMS - is

Library in Chapel Hill.
1. Additions or Changes to the Agenda
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

3. Proclamations/ Resolutions/ Special Presentations
a. Orange County Arts Grant Recipients PRESENTED
The Board will present checks to local artists and arts organizations receiving Orange County Arts Grants.
The Board will receive an update from The Women’s Center on activities underway as a result of the final report of the Domestic Violence Shelter Work Group of the Commission for Women in the summer of 2010.
The Board will consider a resolution declaring February 22, 2011 as “Spay neuter Day USA” in Orange County and to receive an overview and update on the County’s Community Spay and Neuter Program and authorize the Chair to sign.
4. Consent Agenda
a. Minutes APPROVED
The Board will consider correcting and/or approving the minutes from January 20, 2011 as submitted by the Clerk to the Board.
b. Appointments – None
c. Motor Vehicle Property Tax Release/Refunds APPROVED
The Board will consider adoption of a refund resolution related to thirty-one (31) requests for motor vehicle property tax releases or refunds in accordance with NCGS.
d. Property Tax Releases and/or Refunds APPROVED
The Board will consider adoption of a resolution to release property values related to forty-nine (49) requests for property tax release and/or refund in accordance with North Carolina General Statute 105-381.
The Board will consider six (6) untimely applications for exemption/exclusion from ad valorem taxation for the 2010 tax year.
The Board will consider a resolution providing for the appointment of a special board of equalization and review to carry out the statutory responsibilities of ensuring that tax lists and tax records comply with the provisions of the North Carolina Machinery Act and to direct staff to recruit applicants.
The Board will consider authorizing the submission of the County’s wellness grant application to the North Carolina Association of County commissioners Risk Management Pool for Employee Wellness Program funding; to accept any grant funds awarded; and to establish a grant project ordinance to monitor expenditures per the grantor’s request.
h. Contract Between the NC Department of Agriculture and Consumer Services and Orange County: Grant for Specialty Crop Equipment for the Piedmont Food & Agricultural Processing Center; and Approval of Budget Amendment #7-A APPROVED
The Board will consider approving a contract with the NC Department of Agriculture and consumer Services for a $79,950 Specialty Crop grant for equipment for the Piedmont Food and Agricultural Processing Center and authorize the Manager to sign.
i. Fiscal Year 2010-11 Budget Amendment #7 APPROVED
The Board will consider approving budget, grant, and capital project ordinance amendments for fiscal year 2010-11.
The Board will consider approving a Capital Projects Ordinance for the Qualified School construction bond projects of the Chapel Hill – Carrboro City Schools and Orange County Schools.
The Board will consider establishing a formal agreement between Orange County and the Town of Hillsborough to provide enforcement of the North Carolina Building codes including plan review, building official and related services pertaining to the North Carolina State Building Codes and authorize the Chair to sign.
The Board will consider a request by Social Services to submit a proposal to the Orange County Partnership for Young Children for operation of the Smart Start subsidy program.
m. Bid Award: Whitted Health and Dental Renovations APPROVED
The Board will consider awarding a general construction contract to H.M. Kern, Greensboro, NC in the amount of $763,800 for the Health and Dental renovations, including the structural repairs to Building A and authorize the Chair to sign; and authorize the installation of a sprinkler system in Building A; and authorize the Manager to sign the change order.

The Board will consider a report on the Planning Board’s recommendation regarding adoption of the entire Unified Development Ordinance (UDO).
7. Regular Agenda
a. Lands Legacy Action Plan for FY 2010-12 APPROVED
The Board will consider adoption of the Lands Legacy Action Plan for the current and upcoming fiscal years (FY 2010-11 and FY 2011-12).
The Board will consider approving Budget Amendment #7-B appropriating $192,719 of fund balance in the General Fund for transfer to the School Capital Project Fund.
The Board will consider proposed changes to the Upper Neuse River Basin Association bylaws and related information.
d. Addressing Ordinance Status Report APPROVED
The Board will consider a status report on the development and implementation of an addressing ordinance and to provide direction to staff on proceeding with the necessary steps toward ordinance adoption, implementation, and enforcement.
