There will be a special meeting of the Board of County Commissioners on Thursday, July 2, 2009 at 3:00 p.m. in the large conference room at the Link Government Services Center, 200 South Cameron Street, Hillsborough, N.C. to discuss proposed renovations with staff of the Link Government Services Center.

This special meeting notice is being given because four or more of the Orange County Commissioners may attend this meeting.

Filing for 2009 Elections

Candidate filing for the 2009 Municipal Elections and the Chapel Hill/Carrboro School Board will begin at 8:00 a.m. on Monday, July 6th and end at 12:00 noon on Friday, July 17th at the Orange County Board of Elections office located at 110 East King Street in Hillsborough. 

Filing forms, along with the proper filing fee, must be received by the Board of Elections office before the filing deadline of 12:00 noon on July 17th, 2009.  Notices of candidacy which are mailed must be received by the Board of Elections office before the filing deadline regardless of the time they were deposited in the mail.  Only persons who are registered to vote in the municipality shall be permitted to file notice of candidacy for election to municipal office and shall file with the county Board of Elections in which they reside.

Clifton Named as Interim Orange County Manager

Valerie Foushee, Chair of the Orange County Board of Commissioners, announced the selection of Frank W. Clifton, Jr. as the interim County Manager for Orange County starting June 15, 2009.

As interim County Manager, Clifton will lead the day-to-day operations of Orange County Government, interacting with the Board of County Commissioners, county departments and the general public.  He will report directly to the Board of Commissioners. 

Clifton has a long and successful career in local government, including County Manager – Onslow County, N.C., City Manager – Casselberry, FL., County Manager – Cabarrus County, N.C. and City Manager – City of Bristol, TN. 

His educational background includes a bachelor’s degree in Management and Finance from the University of South Florida and a master’s degree in City Management from East Tennessee State University.  He has also continued his education through the City-County Government Administration Program at the School of Government at the University of North Carolina in Chapel Hill. 

“The Board is happy to find someone with Frank’s vast experience and management skills to lead us through this challenging time of replacing our top leadership position,” Foushee said.  “Luckily he arrives at a time of the year when he can focus on meeting the staff and not have to attend meetings every other night.”

Clifton is looking forward to the challenge.  “This is a great professional opportunity.  Orange County offers a wonderful quality of life, political stability and the community aggressively addresses the issues in a progressive and proactive manner,” Clifton said. 

Clifton is replacing the current Orange County Manager, Laura Blackmon, whose last day is June 30, 2009.

Farm Incubator Open House

Orange County Cooperative Extension and Economic Development will host an open house for the farm enterprise incubator, Plant @ Breeze.

This is the second year for The People Learning Agriculture Now for Tomorrow (PLANT) program, a farm enterprise incubator for the Piedmont Region.  The program helps to introduce apprentice farmers to the basic how-to’s of small scale, sustainable vegetable and fruit production.

The open house will be on Thursday, June 4, 2009 from 4:00 to 6:00 p.m.  The W.C. Breeze Family Farm Extension & Research Center is located at 4909 Walnut Grove Church Road, Hurdle Mills, NC. 

Come learn about this innovative effort to grow new farmers in the Piedmont, take a tour of the production area, and meet aspiring farmers.

Orange County Partnership to End Homelessness Community Read

Orange County’s Partnership to End Homelessness would like to invite the public to participate in a “Community Read” of the book The Soloist by Steve Lopez.  The event is the first in a series of community education activities that will explore the issues of homelessness. 

The Soloist is the true story of the friendship between Steve Lopez, a Los Angeles reporter, and Nathaniel Ayers, a gifted musician and mentally ill homeless man.  The book was made into a movie that is currently showing in theaters starring Jamie Foxx and Robert Downey Jr. 

Community Read participants will read the book over the summer and have the opportunity to post comments to our blog, www.ocpehdiscussions.blogspot.com, where we will pose questions and issues for discussion. 

In September, discussion groups will be held around the County so that participants can meet in person to share their thoughts about the book.  These groups will be hosted by various “Community Partners” and will be facilitated by mental health care and homelessness professionals.  We hope to have a diverse group of Community Read participants including people who have experienced homelessness.

Books will be available to borrow at Orange County, Chapel Hill, and Carrboro public libraries and to purchase at local bookstores.  Watch our blog for other locations to borrow free copies.

In addition to learning about the issues of homelessness and mental illness, the discussion groups will be an opportunity for the community to learn about how they can become involved in helping to end homelessness.

Meeting Notice and Calendar Updates for the Orange County Board of Commissioners

The Orange County Board of Commissioners has added a work session on Thursday, May 14, 2009 at 7:00 p.m. at the Southern Human Services Center, 2501 Homestead Road in Chapel Hill, for the purpose of discussing solid waste issues.  The town governments have been invited to participate. 

The Orange County Board of Commissioners will hold a closed session on Thursday, May 21, 2009 at 5:30 p.m. at the Central Orange Senior Center, 103 Meadowlands Drive in Hillsborough.  The purpose of the closed session is “to consider the qualifications, competence, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee,” NCGS 143-318.11(a)(6).  This meeting will be prior to the Budget Public Hearing at the same location.

Orange County Elections Board Member Earns Certification

Ms. Billie J. Cox, Chair of the Orange County Board of Elections, has earned the title of “Certified Elections Official” by the North Carolina State Board of Elections Certification Board.

Ms. Cox was appointed to the Orange County Board of Elections in 2003 and has been Chair of the Board since 2007.  Cox has served as Chair of the Orange County Democratic Party from 1989-1993 and Chair of the 4th District Democratic Party from 1993-1997.

“I feel a sense of achievement for myself as well as the voters of Orange County,” Cox said.

Ms. Cox is the first Orange County Elections Board member to earn the distinction “Certified Elections Official”.  The award is given to those who complete a comprehensive amount of coursework, experience and pass a final written examination.  One of the more rigorous requirements is the final examination, which is both essay and short answer.  During testing, it is necessary to provide not only the answer but to cite the pertinent statue to support the answer.  The certification program is designed to take nearly three years to complete.

“I commend Ms. Cox for her dedication and professionalism she has provided to the Orange County Board of Elections,” said Tracy Reams, Director of the Orange County Board of Elections.  “It is gratifying to see a Board member with Ms. Cox’s experience attain the certification.”
