Orange County Public Library - Southern Branch Library
Orange County is currently evaluating locations for a new OCPL Southern Branch Library to replace the Carrboro Branch Library (in McDougle Middle School) and the Cybrary (in the Carrboro Century Center.)
This new library is currently scheduled in the Orange County Capital Investment Plan for 2016-17. The timeline below provides an overview of key planning efforts and Board of Orange County Commissioner (BOCC) decisions related to this project.

January 23, 2014 BOCC Meeting - Library Agenda Item
In fulfillment of its commitment to an open and transparent process, the BOCC authorized county staff to begin the Public Input phase for the Brewer Lane site. To this end, the BOCC approved an agreement with Freelon Group Architects of Durham, NC, to facilitate the public input process with elected officials, the community and staff. It is anticipated that the public input phase will be completed in Spring 2014 and Freelon Group’s final report will be presented to the BOCC in late May or early June 2014.

November 5, 2013 BOCC Meeting - Library Agenda Item
The Library, AMS and Planning departments presented updates to the BOCC following the responses received from the Town of Carrboro regarding the 3 properties in the process. At this meeting the BOCC directed staff to continue the due diligence process with 120 Brewer Lane, eliminating 1128 Hillsborough Road and 401 Fidelity Street.

The Library, AMS and Planning departments presented updates on the criteria process for the Southern Branch Library during the joint meeting of the Town of Carrboro officials and the BOCC.
September 12, 2013 BOCC Work Session - Library Agenda Item | Approved Minutes
The Library, AMS and Planning departments provided an update on the criteria process for the 7 properties, referred by the Town Carrboro, identified for the Southern Branch Library. During this work session, the BOCC selected three of the 7 sites for further evaluation for the next steps in the selection process. These sites were:
- 1128 Hillsborough Road
- Brewer Lane
- 401 Fidelity Street
June 18, 2013 BOCC Meeting - Library Agenda Item
The Library, AMS and Planning departments provided the BOCC with an update regarding the site criteria/selection process. Subsequent to the March meeting, the County Manager received a memo from the Town of Carrboro submitting 4 additional sites for review.
The 4 newly received properties from the Town of Carrboro were:
- 120 Brewer Lane
- 300 E. Main Street
- 203 S. Greensboro Street
- 201 N. Greensboro Street
County staff were charged with working on the first phase of the preliminary review – technical site assessment over the next 3 months.
March 19, 2013 BOCC Meeting - Library Agenda Item | Approved Minutes
The Library, AMS and Planning departments reviewed Siting Criteria results with the BOCC for properties referred by the Town of Carrboro.
These properties were:
- 301 W. Main Street
- 401 Fidelity Street
- 1128 Hillsborough Street
During this meeting, the BOCC suggested that staff continue to:
- consider other site
- consider a multiple use facility
- adopt a long-term vision
- consider neighborhood demographics
- consider parking needs
- examine an urban library versus a rural library
- honor the partnership with Carrboro

The Library, Asset Management Services (AMS) and Planning departments presented Final Recommendations for the Southern Branch Siting Criteria to the BOCC. During this meeting, the BOCC voted to approve the Southern Branch Library Locational Criteria and authorized the Chair to send a letter to the Town of Carrboro with the approved criteria and request for the Town to solicit sites based on the criteria.
