BACKGROUND INFORMATION ON AGENDA
ITEMS - is
available in the Clerk’s office and complete copies of agenda material are
located at the Orange County Library in Hillsborough and the Chapel Hill
Library in Chapel Hill.
1. Additions or Changes to the Agenda
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

Petitions/Resolutions/Proclamations and other similar requests submitted by the public will not be acted upon by the Board of Commissioners at the time presented. All such requests will be referred for Chair/Vice Chair/Manager review and for recommendations to the full Board at a later date regarding a) consideration of the request at a future regular Board meeting; or b) receipt of the request as information only. Submittal of information to the Board or receipt of information by the Board does not constitute approval, endorsement, or consent.

5. Consent Agenda
a. Minutes APPROVED
The Board will consider correcting and/or approving the minutes as submitted by the Clerk to the Board as listed: September 20, 2011; September 22, 2011; and October 6, 2011.
b. Appointments – None
c. Motor Vehicle Property Tax Release/Refunds APPROVED
The Board will consider adoption of a released/refund resolution related to 19 requests for motor vehicle property tax releases or refunds.
d. Property Tax Releases and/or Refunds APPROVED
The Board will consider adoption of a resolution to release property values related to eleven (11) requests for property tax release and/or refund.
The Board will consider ten (10) untimely applications for exemption/exclusion from ad valorem taxation for the 2011 tax year.
The Board will consider authorizing staff to submit a grant proposal to the United States Department of Agriculture (USDA) Beginning Farmer and Rancher Development Program to provide funding for programs associated with the Breeze Farm Incubator Program, the Piedmont Food & Agricultural Processing Center, and Piedmont Grown, as well as prospective entities outside Orange County.
The Board will consider amending the Resolution Approving Orange County’s Participation in the North Carolina Local Government Debt Setoff Program to designate the Financial Services Director to consider appeals from debtors who wish to contest the intended setoff monies owed to other departments under the North Carolina Local Government Debt Setoff Program and authorize the Chair to sign.
The Board will consider approving the process components and schedule for nine government initiated items anticipated for the February 27, 2012 Quarterly Public Hearing.
i. Legal Advertisement for Quarterly Public Hearing – November 21, 2011 APPROVED with CHANGES
The Board will consider the legal advertisement for items to be presented at the joint Board of County Commissioners/Planning Board Quarterly Public Hearing scheduled for November 21, 2011.
The Board will consider renewal of the Interlocal Agreement between the Town of Hillsborough and Orange County to continue implementation of the stormwater and erosion control programs for the Town by Planning & Inspections’ Erosion Control Division and authorize the Manager to sign.
k. Change in BOCC Regular Meeting Schedule for 2011 APPROVED
The Board will consider one change in the County Commissioners’ regular meeting calendar for year 2011.

a. Economic Development Status Update PRESENTED
The Board will receive a brief update on current activities within the County’s Economic Development program, including an update on current and future Economic Development projects, agricultural economic development activities, activities within the Visitors Bureau and Arts Commission, and Planning activities as they pertain to Economic Development.
The Board will receive an update and summary of the activities on the county’s public education campaign for the November 8, 2011 referendum on a proposed One-Quarter Cent Sales and Use Tax.
