TO HOST JOINT INFORMATION MEETING:
EXTRATERRITORIAL JURISDICTION (ETJ) ADJUSTMENTS
ORANGE COUNTY, NC (January 2, 2014)—The Orange County Planning and Inspections Department in partnership with the Town of Hillsborough Planning Department is inviting residents to attend a Joint Information Meeting on Extraterritorial Jurisdiction (ETJ) adjustments.
The meeting will take place on Thursday, January 9, from 5:00 p.m. – 7:00 p.m. at the Town Hall Complex at 101 E. Orange Street (access from East Corbin Street).
The purpose of the meeting is to inform affected property owners of the process, implications and answer questions in advance of the Board of County Commissioners consideration and a Town of Hillsborough public hearing. Affected property owners have received invitations via direct mail, but all interested residents are welcome to attend.
Since this will be an Open House style meeting, attendees can feel free to stop by anytime during the specified times. Staff will provide a brief presentation at 5:30 p.m. and depending on attendance, again at 6:30 p.m., if needed to address the group. Maps will also be on display identifying areas for ETJ adjustments.
What is an Extraterritorial Jurisdiction (ETJ)?
The ETJ is an area outside of the Town’s corporate limits over which the town exercises its zoning and planning authority.
Why are adjustments to the Town’s ETJ being proposed?
Through a previous joint planning process with Orange County, the Town identified an Urban Service Area within which it is anticipated that municipal services will be provided, and within which property is expected to be annexed into the Town Limits of Hillsborough as development occurs. It is not expected that Hillsborough will extend public water and sewer service outside of this Urban Services Area except for reasons of public health, safety and general welfare. As a result, adjustments to the ETJ are necessary to establish consistency with the established Urban Service Area.
