Fees
Orange County Revenue collects several fees with real and personal property taxes.
Currently there are two fees that are collected with the real property taxes: 3R Fee and Chapel Hill Stormwater Fee.
Also Vehicle Fees that are on registered motor vehicles are collected with property taxes. These fees are collected for Chapel Hill, Carrboro, Hillsborough and Durham.
3R Fee: Reduce, Reuse & Recycle Fee
Orange County Department of Revenue collects a 3R fee for the Orange County Solid Waste Management Department. This fee is reflected on the annual real property tax bills that are due September 1st. This fee is NOT a lien on the real property. The 3R Fee stands for Waste Reduction, Reuse & Recycling Fee. Limited Resources
The Orange County Board of Commissioners, in recognizing that there are citizens with limited income, has created a fund to assist those citizens with the payment of the 3R fee. To qualify for assistance, the citizen must complete an application and provide the required financial documentation. This form must be completed, signed and mailed to:

Formal Appeals Process
If you think that you are being inaccurately assessed, you must complete and submit in writing a signed appeals form. Appeals will be reviewed by Solid Waste Management staff.

Chapel Hill Stormwater Management Fee
Orange County Department of Revenue is collecting the Town of Chapel Hill Stormwater Management Fee. This fee will be reflected on the annual real property tax bills that are due September 1st. This fee is NOT a lien on the real property. For questions concerning the PAYMENT of this fee, contact us at 919-245-2725, option 5.
The Town of Chapel Hill is responsible for managing stormwater and related water resources issues within its jurisdiction. The Stormwater Management Fees are determined by the Town of Chapel Hill. City Vehicle Fees
Vehicle fees are collected at the request of towns located in Orange County. The fees are collected on registered motor vehicles that are located within town limits and within Orange County. Vehicle fees are not collected on vehicles that are not within the limits of the following towns:
Chapel Hill Vehicle Fee - $20
Hillsborough Vehicle Fee - $10
Durham Vehicle Fee - $10
Carrboro Vehicle Fee - $30*
* Please note Carrboro Vehicle Fee increase effective beginning with registered motor vehicle tax bills due November 1, 2008.
