Revenue Manual
The Orange County Revenue Manual provides a reference for the major sources of County revenues. The manual format is organized to provide revenue description, legal authorization, method of collection, authorized use, rate and collection frequency, exemptions, restrictions, five-year revenue history, and discussion sections.
The discussion narratives which follow each revenue page provide more detailed background and context of the revenue source. The information in the discussion section expounds on revenue capacity and permissible uses. This provides the reader with a broader perspective on enabling legislation and how each revenue source is used to meet service delivery requirements.
The manual is organized by Taxes, Licenses and Permits, Intergovernmental Revenues, Charges for Services, and Investment Earnings. The five-year historical trends offer analyses and inferences drawn from legislative, economic, and financial market conditions. The Department of Finance and Administrative Services will make regular updates to this manual.

Revenue Sources

Sales & Use Taxes
Orange County's local sales tax rate is 2.75%, which is comprised of five different sales tax levies -- the 1% Article 39; the half-percent Articles 40, 42 and 43; and the quarter-cent Article 46. Counties must share the Articles 39, 40 and 42 with municipalities within its territory either on a per capita or ad valorem basis. Orange County currently distributes this revenue on a per capita basis. In addition, a portion of the county's share of Articles 40 and 42 must be dedicated to public school capital needs. By resolution, the Board of County Commissioners shares 50% of the revenue from the Article 46 with local school districts for capital needs.
